Отсюда проистекает целая система эвфемизмов, часто называемая офисным жаргоном.Отчасти те же корни - у жаргона политического, но там еще много всяких наслоений.Главная особенность официальной речи во всех странах состоит в том, что любую гадость называют вполне приличным словом, да еще и оптимистично звучащим.
